Original “Problem”: The schools are failing.

Step 1: Negate the original,
e.g. “The schools are not failing.”
Step 2: Find a synonym for the negated terms,
e.g. “successful.”
Step 3: Substitute,
e.g. “The schools are successful.”
Step 4: Solution -- Generate a command,
e.g. “Make the schools successful.”
